Editorial - First issue of ALCUE-NET Newsletter

Welcome to the first issue of ALCUE-NET Newsletter, which will be published quarterly

ALCUE NET (2012-2017) is a bi regional project funded by the European Commission through the 7th Framework Programme. Its main objective is to support the international Science, Technology and Innovation (STI) Policy Dialogue between Latin America, the Caribbean (LAC) and the European Union (EU). It does so by promoting bi-regional partnerships for joint societal challenges. ALCUE NET directly supports the Joint Initiative for Research and Innovation (JIRI) through crosscutting thematic actions in Energy, Information and Communication Technologies (ICT), Bioeconomy and Biodiversity and Climate Change, as well as specific activities enhancing the EU and LAC networks of National Contact Points (NCP).

Activities under ALCUE NET are:
• technical support to the EU-CELAC Senior Official Meetings; 
• organisation and coordination of Joint activities & twinning schemes;
• implementation of Travel Grants Scheme for non-partners countries; 
• establishment of observatories on thematic priorities;
• expansion of the NCPs network in LAC; and
• implementation of NCPs and Horizon 2020 trainings.

ALCUE NET mastered its first challenge successfully!

In collaboration and with the support of researchers, policy-makers, National Contact Points and many more stakeholders from LAC and the EU, the ALCUE NET thematic working groups identified bi-regional key topics in the four priority research fields above mentioned. The identified topics provided the basis for the discussions at the EU-CELAC Senior Official Meeting in Costa Rica on April 04th-05th, 2014. Three main outcomes raised from the discussions.

Joint Calls (work articulated by ALCUE NET & ERANet-LAC projects): 20 topics were endorsed in a long list of 44 identified by the five EU-CELAC SOM Working Groups (including health) and will be presented for consideration of funding.

The work done by the ERANet- LAC as the first instrument for a really discussion on priorities was highlighted.

Working Group on Researchers Career Development: The importance of EU- CELAC collaboration on international career development of doctoral candidate and early stage researcher was highlighted for the successful implementation of the JIRI.

Foresight study: It was suggested to elaborate EU-CELAC Scenarios’ building on International Cooperation to strengthen and deepen the bi regional cooperation and to provide an input to the SOM in its decision making process in the future. It was agreed that this is a key aspect to involve more countries into the EU-CELAC process. The exercise on bi regional cooperation’s scenarios will be done in the framework of ALCUE NET project and presented during next EU CELAC SOM in 2015.

The second period of ALCUE NET was introduced by the Capacity Building and International Networking meeting for National Contact Points in Montevideo, which was realised on 5 and 6 of May. More details regarding this meeting could be found in this Newsletter.

It is also worth to mention that in the framework of the ERANet-LAC project, the 1st bi regional Joint Call on Research and Innovation for collaborative projects was launched on September 16th, 2014. Deadline for submission will be the 27th October 2014. More details regarding this call can be found in this Newsletter.
